    Is it possible to create one video file out of two separate files?

    I can get both files to play on the same page by creating a series of actions, but I was hoping to combine two files into one so that associates see only one control bar at the bottom of the video.

    Yes, there are tons of applications that you can use to accomplish this. I suggest Freemake Video Converter. There is a free version.

    Lectora Inspire comes with Camtasia, which can do this very easily. On the free side, I am a fan of Avidemux.
